You can already add crawler classes to an event, but the standard 'add event' form needs to be changed cause it forces you to choose a 'track'....and in your case you need to specify a separate location. Check out the 'JConcepts Clash Rock Cross' event in December. Testing a 'crawler club' registration form. Will be similar to tracks (actually identical), but when they add an event, they will be able to insert an 'override' location for that event.
